Two things worth checking
Is the needle wrong, or is it the reference?
By a wide margin the most common report is a compass that reads "wrong" by a fixed amount, and by an equally wide margin the cause is comparing a magnetic reading against a true direction, or the reverse. Check which reference the compass is set to before anything else.
Is it interference?
Turn slowly through a full circle. If the bearing sticks or jumps, something nearby is magnetic and no amount of calibration will help. If it changes smoothly but is offset, calibrate with a figure of eight. The calibration section covers both.
